The District does pass-thru to the family the first $150 of child support collected. This can make a significant difference given the low TANF payment. Unfortunately, the District has not taken advantage of federal options that would permit the expansion of the pass-thru.

Does this report explore whether DC is one of the entities that confiscate a family's child support when they receive TANF? The requirement to cooperate with support enforcement is so that the "state" can "recoup its losses" by taking the support owed the family by an absent parent. It also has nothing to do with the actual needs of the family or helping them become self sufficient. Often that support would be what family needs to push them over the edge to having their basic needs met, but that money "belongs" to the state for the pittance they then turn over to the family.

Great post! Thanks for laying out the injustice of full family sanctions, especially given poor program implementation.

I'd love to see a follow-up post with more information about the policy and research on the negative impact of sanctions on food security, housing stability, children, etc. It would be great to get everyone on the same page and prevent another battle over the use of harsher policies.
